Kelsey Newcomb is currently a GIS Analyst II working on the Maryland Highway Safety Office grant and the Vehicle Theft Prevention Council grant. She has been working with the GIS Program for over 5 years, starting as a GIS Office Manager in February 2015, then to a GIS Assistant Coordinator in October 2017, and in April 2020 moved into a GIS Analyst I. She has extensive administrative and coordination experience from handling the administrative processes of five large grants including Maryland Highway Safety Office (MHSO) Impaired and Traffic Analysis, Vehicle Theft (VT), Governor’s Office of Crime Control & Prevention (GOCCP), and Victims of Crime Act (VOCA).

In addition to previously managing administrative and coordination procedures, Kelsey is now serving as a GIS Analyst I. Her primary duties include extracting data from GIS software, using varying analysis methods to arrive at results, recommending appropriate reactionary strategies in response to GIS analysis, and providing maps and data sets to clients to supplement analysis. Kelsey works with the Maryland Vehicle Theft Prevention Council and supports agencies in identifying trends of vehicle theft as well as identifying where vehicle theft is occurring. She also serves as a mentor for multiple student interns by training them in GIS software and map creation, and providing helpful and constructive feedback on their products.
