Dr. Fred G. Livingood Sr., was born September 19, 1893 in Punxsutawney, Pennsylvania. He was a graduate of Slippery Rock Normal School and Albright College. He received advanced degrees in education from Harvard University. He was associated with Washington College from 1925 to 1958. Dr. Livingood served as dean from 1945 to 1953, vice president in 1948 and as acting president in 1949-1950. For seven years, he headed the department of education and psychology. He was also active in Boy Scout work and a member of Christ Methodist Church in Chestertown.
