Flexible Spending Participants Benefit Card Changes Effective April 1, 2013

On July 21, 2010, President Obama signed the Dodd-Frank Wall Street Reform and Consumer Protection Actinto Federal Law.  A component of this legislation, the “Durbin Amendment,” which goes into effect on April 1, 2013, specifically targets the associated costs and processing of transactions originating from debit cards and prepaid cards; which includes HRA, FSA, and HSA benefit cards.  This will impact how merchants conduct transactions using Benefit Cards. 

In response to the legislation, the company that provides our Benefit Cards has automatically generated a unique Personal Identification Number (“PIN”) associated with each current benefit card, which may be required when using the card to make a purchase. 

With your 1st Quarter Enrollee Statement, you will receive specific correspondence to retrieve your PIN number.    I have also attached these instructions to this email.  If you have questions, please contact Innovative Health Services at 410) 763.8787 or (888) 769.8787, extension 101
